Dr. Kaiman Lee marketed engineering services to numerous prospective customers with a success ratio of over 90% in getting work from them. The motto for the Engineering Group was: customers come to us because of our excellence. His main theme was based on three words: Empowerment, Volunteerism and Accountability (EVA), i.e., empower those who volunteer and make them accountable. EVA energized the people in the Engineering Group to be the best they could be.
During Dr. Kaiman Lee's tenure at the Headquarters, he had succeeded time and again in winning large budgets for computer graphics support, including the biggest productivity enhancement grant from the Secretary of Navy in one particular year.
Without directly managing the six naval field divisions, Dr. Lee was successful in getting them to use their own resources to support the Headquarters' initiative in modular design using microcomputer graphics.
